Delivery InformationI. Definition of “Overseas Direct Supply”
It refers to cross-border commodities sold by PHMC Global Commerce merchants that are high-quality cross-border procurement goods. After consumers place an order, the goods are dispatched either from countries or regions outside Mainland China via international logistics, or from bonded zones in China that comply with national laws. Complete logistics tracking information, provided by the logistics company, must be available from the merchant’s place of shipment to the consumer’s destination.
II. Service Guarantee
If a merchant promises to provide the “Overseas Direct Supply” service but fails to fulfill it in practice, the merchant shall compensate the consumer as follows:
The merchant shall refund the consumer the actual transaction amount of the goods and other expenses related to the transaction and the dispute;
The merchant shall pay compensation equal to the actual transaction amount of the goods and bear the logistics costs for the purchase and the return.
After fulfilling the compensation obligations for non-“Overseas Direct Supply,” the merchant shall not be exempt from the corresponding penalties imposed by PHMC Global Commerce in accordance with the relevant provisions under the “Detailed Rules for the Sale of Non-Overseas-Direct-Supply Goods” in the PHMC Global Commerce Market Management Rules.
III. Consumer Complaints
If a merchant fails to fulfill the “Overseas Direct Supply” service commitment, consumers may file a complaint via the PHMC Global Commerce customer service hotline.
When complaining that goods are not “Overseas Direct Supply,” consumers shall provide PHMC Global Commerce with valid evidence, including but not limited to logistics waybills and logistics tracking records.
